Coherence–Execution Equivalence

Execution emerges only when coherence satisfies admissibility and is amplified through system capacity.

Governing Condition
S = Φ · Γ² ; Φ(x; I*) ≤ 0
System Description

Execution is not an output produced by force. It is a resolved state that emerges when coherence satisfies the admissibility boundary and propagates through system capacity. If Φ > 0, execution does not occur. The system does not degrade — it refuses.
